What it means#

A time was supplied but could not be parsed.

What to do#

Use 24-hour HH:MM:SS — "05:16:00", not "5:16 AM".

If the time is unknown, omit the field rather than sending "", "00:00:00" or null. Midnight is a real birth time and we will believe you; omitting is how you say "unknown", and it is handled properly.
