What it means#

A tenant key was used on an administrative route (tenant creation, key issuance for another tenant).

What to do#

The key is valid — it is just not the right kind. Administrative routes take the deployment's admin token, not a tenant API key. If you are trying to rotate your own key, use the tenant-scoped key route instead; it works with your normal key.
